Grassroots Healthcare Foundation (GHF) was created in 2018 amid the US healthcare crisis and continues to be dedicated to the triple aim of using a grassroots solution. We exist to serve a vulnerable population with Full Spectrum Primary Care. Our target patients either cannot afford primary care or spend a disproportionate amount of their monthly budget on healthcare and/or want a personalized healthcare experience. During this era when our nation debates the cost and value of Universal Healthcare, we can serve the niche of great need and provide full outpatient primary and preventative care. We want Universal Primary Care and we are going to provide it!
Solano County is one of the most underfunded counties in California. According to the Robert Wood Johnson Foundation, 50,890 citizens of Solano County of Solano County do not have health insurance, including over 10,000 non-subsidy eligible citizens without medical insurance in the North Bay area. Not all uninsured are homeless. Some work at the car wash, some are our church leaders, some are high school students, some are single dads. It’s people between jobs or others post-incarceration. It’s our neighbors, vulnerable friends and families. Many more in our community are UNDER-insured. They have insurance but can’t afford copays or prescriptions. It’s 14% of Solano County. This is OUR community!
At the same time and the same moments, we have a community that values human dignity and honors kindness and goodness in each other. Our membership tiers allow a truly collaborative approach that enables GHF Members to contribute to the mission while participating in the benefits of high quality, personalized Direct Primary Care. We also have a very generous medical community who desire to participate in whole person Healing beyond the scope of what has become modern medicine. Our volunteers are Gracious and Loving people who believe in the Dignity of everyone we serve. As a community, we can do this!
We do not accept medical insurance because we believe Primary Care is NOT something you might need… it’s something everyone needs. We see tremendous cost savings in operating outside the corporate medical bureaucracy. All of GHF’s financial assets come from donations or grants and 100% of the budget goes to patient care expenses. Our entire staff are non-paid volunteers. We are additionally supported by our concierge members who can afford high-quality, highly personalized care and who want to see their contributions empower others. Each of our partner organizations contribute to the vision of GHF in a financially sustainable model particular to their individual mission. Many of the services provided are free and we have no paid staff, yet we see tremendous generosity from grateful patients. Who would have thought that when you give freely, you receive in abundance!
GHF is a 501c(3) non-profit incorporated in Solano County, CA. All donations are tax deductible to the extent allowable by the IRS. Please consult a tax attorney as needed.

About Our Founder
Upon retiring from 21 years as a Medical Doctor and 29 years of service in the US Air Force, Dr. Jerry M. Cline founded Grassroots Healthcare Foundation after seeing a need in the community for affordable, high-quality, patient-centered primary care, intending to facilitate the whole person healing he had witnessed in so many people throughout his career.
He currently leads the non-profit medical foundation and practices the bio-psycho-social-spiritual model of family medicine and obstetrics. Grassroots Healthcare Foundation exists to influence true healing and reach vulnerable persons in the local and international community.
Dr. Cline was commissioned from the U.S. Air Force Academy in 1994. He earned a Master’s in Public Health from the Department of Health Communications and Education and a Master’s in Tropical Medicine in 1998 from the Tulane School of Public Health & Tropical Medicine. He graduated Tulane University Medical School in 1998 with a medical doctorate, completed a residency in Family Medicine in 2001 at the University of California at Davis at David Grant Medical Center, a fellowship in Obstetrics and Gynecology in 2006 at the University of Nevada, and a fellowship in Faculty Development in 2009 at the University of North Carolina at Chapel Hill. He is a Fellow of the American Academy of Family Physicians and a Member of the American College of Obstetricians and Gynecologists.
Dr. Cline has held leadership and teaching roles, none more important nor impactful than “physician.” He fondly remembers being a flight surgeon and “Rescue Doc” primarily in the HH-60 Helicopter and C130 & C-17 airplanes. He is honored to have delivered over 1,500 mothers and babies. And he loves to travel, having served over 700 days in 23 countries.
